EPR traffic light system gets green light
The final Recyclability Assessment Methodology (RAM) for the extended producer responsibility for packaging (pEPR) scheme has been published by the Scheme Administrator and DEFRA.
All packaging reported as "household waste" placed on the market by liable producers this year will be assessed via the methodology, which assigns red, amber, or green ratings that modulate disposal fees.
Modulation will occur based on the material category (for example, plastic, paper, or glass) and each type's colour-rated subcategories.
In 2026, green-rated packaging, such as fully recyclable plastic bottles or paper with no coatings, will attract lower fees than amber-rated mixed materials or red-rated non-recyclable composites.
Green-rated packaging will be regarded as recyclable within the UK's existing collection and recycling infrastructure, allowing it to incur the reduced fees.
However, red-rated materials, which are challenging to recycle or dispose of sustainably, will attract higher fees. Examples of amber-rated materials include items like plastic-coated paper cups, which are technically recyclable but require specialised processes.
The methodology will be reviewed annually to reflect innovation and market developments.
Additionally, the UK's On-Pack Recycling Label (OPRL) is set to adapt its recyclability assessment tool to align with RAM, helping brands make informed packaging design decisions and reduce financial obligations under the pEPR scheme.

EPR fees get thumbs-up
The Foodservice Packaging Association (FPA) has welcomed DEFRA’s illustrative extended producer responsibility (EPR) base fees. These aim to ensure a fair cost distribution among packaging producers.
However, concerns remain about basing material fees on weight rather than pack numbers. The FPA argues that this method could disadvantage lightweight yet high-volume packaging producers, such as those using plastic films or small composite packaging.
Councils’ kerbside collection not catering for flexibles
Recoup’s annual survey of UK local authorities has revealed that 312 councils do not cater for the collection of plastic films and flexibles.
This is despite a requirement to do so by March 2027. The shortfall is significant for the flexible packaging sector, particularly concerning EPR regulations.
Infrastructure limitations and inadequate funding have been cited as primary challenges, as well as complications related to the government's Emissions Trading Scheme for energy-from-waste.

Healthy eating gets a new label
Sainsbury’s has introduced healthy choice logos on its own-label products to promote better eating habits. The logo will eventually feature on over 1300 existing products, including a new functional health range.
In addition, the supermarket has replaced the plastic packaging of its own-brand twin-pack avocados with a paper and bamboo netting solution.
Germans are sustaining progress
German supermarkets are making strong sustainability progress from tackling food and packaging waste to incorporating energy-efficient technologies.
For example, Lidl recently stated that switching to 100% renewable energy in all its branches, logistics centres, and offices has reduced operational CO2e emissions by 52%.

EU sets sights on targets
The EU has adopted the Packaging and Packaging Waste Regulation, which focuses on significant recycling and reuse targets. The rules aim to encompass the entire packaging lifecycle and significantly reduce new waste generation.
By 2030, all packaging must be reusable or recyclable in an economically viable manner. The regulation also establishes mandatory reporting requirements for member states to track progress.
Standards procedure Down Under
The Australian Food and Grocery Council (AFGC) has welcomed the government’s commitment to creating clear and consistent packaging standards. The initiative includes a target to achieve a 50% reduction in packaging waste by 2030, alongside guidelines to boost recyclability rates.
Peeling back the layers of plastic
The EU-funded CIRCULAR FoodPack project has successfully recycled flexible plastic multi-layer composites (MLCs) into food-grade polyethylene packaging. The process uses tracer-based sorting, water-based treatment, and solvent-based recycling.

The FDA has better news by updating its front-of-packaging labelling requirements to include clearer nutritional information. To be officially labelled “healthy”, products must now include specific amounts from one or more food groups recommended by the Dietary Guidelines for Americans.

The Scottish government has unveiled its Circular Economy Strategy, which prioritises high-quality recycling and refuse services through a co-design process.
